Arthur Y. Webb Appointed Chief Operating Officer for Saint Vincent Catholic Medical Centers

New York, NY, January 21, 2009 - Saint Vincent Catholic Medical Centers' President and Chief Executive Officer Henry J. Amoroso today announced that Arthur Y. Webb will serve as chief operating officer of the Manhattan-based healthcare system.

'Arthur Webb is a widely accomplished public servant and community leader who has fostered enormous organizational, governmental and societal change through a life-long commitment to the values and science of leadership by example,' Mr. Amoroso said. 'He has long been a friend and advocate of St. Vincent's Hospital Manhattan, and believes in our mission and is committed to our vision of Saint Vincent's future. His passion and principles will help us bring Saint Vincent's to a new level of healthcare excellence, and we are very fortunate to have him join us at this exciting time in our history.'

In his new position, Mr. Webb will have operational responsibility for the system's flagship St. Vincent's Hospital Manhattan, St. Vincent's Hospital Westchester, a behavioral health hospital in Westchester County, and continuing care services that include two skilled nursing facilities in Brooklyn, another on Staten Island, a hospice, and a home health agency serving the metropolitan New York area. Saint Vincent's behavioral health services also provide supportive housing programs for people with mental illness throughout the metropolitan area.

Mr. Webb is well known to New Yorkers as the dynamic long-time president and chief executive officer of Village Care of New York. Under his leadership, since 1993, Village Care has grown from a $20 million to a $130 million organization. Village Care, a community-based healthcare organization, provides a wide range of long-term care services, including two nursing homes, assisted living, medical day treatment, and skilled home care, as well as primary care services, to more than 1,800 seniors and persons living with H.I.V.-AIDS throughout New York City.

He has a life-long passion for organizational transformation, and he has been active throughout his professional life in academic and public policy venues as a teacher and advocate for organizational and institutional change. Most recently he served as chairman of the New York City Regional Advisory Committee of The Commission on Healthcare Facilities of the 21st Century - the Berger Commission.

Before assuming leadership of Village Care, Arthur Webb spent almost 20 years in state government in various state agencies, including as executive director of the New York State Health Planning Commission, and, later, as Commissioner of the $1.5 billion New York State Office of Mental Retardation and Developmental Disabilities, where he directed the total restructuring of a system of institutional care to a more cost-effective, community-based system of services.

Mr. Webb replaces Michael Greene, who served as Saint Vincent's Chief Operating Officer during the system's bankruptcy reorganization, and is resigning from that position and leaving Saint Vincent's at the end of this month. 'The board of directors and I are deeply grateful to Michael Greene for his extraordinary efforts in helping to guide this organization through the complex reorganization that followed our bankruptcy and restructuring,' Mr. Amoroso said. 'Our current financial and operational strengths are in part due to his skills and dedication.'
